Project Summary
Concepcion Municipal Government Center is one of the larger public sector solar installations in Tarlac, a 250 kWp system on a new administrative building serving the day-to-day operations of the LGU. Government buildings have a load profile that differs meaningfully from commercial facilities: heavy weekday consumption across offices, meeting rooms, and public service areas, with the building largely vacant on weekends.
That weekend vacancy is what makes DER approval with TARELCO II particularly valuable here. Rather than leaving the generation sitting idle, the framework allows surplus energy to be exported to the grid, recovering value from days when the building itself cannot consume it. Solaren engineered the system specifically around that approval pathway from the outset.
Two Huawei SUN2000-150K inverters handle the generation load, with performance tracked continuously through Huawei FusionSolar. LONGi Scientist 650W back-contact modules were specified for this installation, a technology that improves output in the kind of mixed-light conditions common on large roof surfaces by reducing internal electrical losses.
At 250 kWp, the system is also sized with expansion in mind. Battery storage or additional PV capacity can be integrated into the existing architecture as the government center’s requirements grow, without redesigning the system around it.
For local government units evaluating solar, the financial case is straightforward. Annual savings that previously left the municipality as utility payments stay within the public budget.
