Project Summary
The BIR RR4 complex of government facilities was unusual because it is a multi-building complex where each building requires a net metering connection. To maximise savings while being compliant, individual systems were installed up to the 100 kWp limit per building. Multiple approvals also added complexity, however, with close cooperation with SFELAPCO, the local distribution utility, the process went smoothly. The site, as a government office, with three different occupancy factors and uneven patterns of daily usage, highlights the importance of net metering as a tool to balance exports and self-consumption. The systems that have been completed have now brought significant savings in terms of electricity costs, with a precedent of sustainable energy use in the infrastructure of the public sector. The project shows that solar could be customized to provide valuable financial and operational returns despite being fragmented and facing regulatory challenges.
